For the first time since 1996, the postal service and the NPMHU agreed to release in each contract year the lump sums paid for the night difference in each grade and salary scale. Under this agreement, all night differences will be increased by 2% per year, starting in May 2020, May 2021 and May 2022. For a higher level 4 factor, salary increases will total $2,370 over the three years of the 2019 National Agreement – excluding COLA – of which $668 will come into effect retroactively in November 2019; $607 valid in November 2020; and $1,093 starting in November 2021. For a level 5 higher level mail handler, these general salary increases – again excluding COLA – will total $2,413 over the three contract years, including $681, which will take effect retroactively in November 2019; $619 valid in November 2020; and $1,114 starting in November 2021. If the COA`s planned payments are added to the consensus estimate of $250 per increase, there will be additional base salary increases of $1,500 in the next stage for career workers over the life of the 2019 National Agreement – beyond the general salary increases described above. And, of course, protection against future inflation is precisely why the COLA provision remains an important element of the National Accord. The Article 32 Memorandum of Understanding on Subcontracting continued as the parties continue to discuss the internalization of works by surface transport centres and postal transport equipment service centres (MTCTs). Participation in Union meetings and local activities ensures that ANPNM members know what is happening and what issues and concerns are currently being discussed within the Union. In addition, our members are kept informed through the NVSH NATIONAL Union website and local and national union publications such as the Mail Manager`s monthly update and the mail manager`s quarterly magazine. The most important benefit of union membership is the power to be heard. NPMHU members can determine their own future by attending local meetings, voting for local and national officials, voting on the treaty and running for office, or calling for changes across the Union.
The NPMHU is led by its members. Each level of the NPMHU operates democratically according to the principle of majority rule. As a member of THE SVSH, you have the right to be heard and the right to choose to express your concerns. All local and national officials are elected by the members by secret ballot. Each member can become a candidate for elected office by simply appointing him in accordance with the requirements of the ANPNM Constitution. All members also vote on the ratification of the National Convention and elect delegates to the National Convention. The Convention meets every four years and is the supreme governing body of the Union. Between agreements, the National Executive Board directs the union`s policies and programs. Once the national agreement is finalized, ANMVSN officials and representatives – at the national, regional, local and industry levels – will work to monitor and enforce the contract and protect the rights of mail handlers at the workroom level.
Article 15 of the National Agreement allows postal handlers to lodge complaints with the postal management – through their union representative – if their contractual rights have been violated. The National Union of Postal Mail Handlers is here to protect and represent every mail manager. The NPMHU is a national organization of employees dedicated to promoting the interests of its members and their families. The main objective of the union is to reach a national agreement with the United States. Postal services negotiate and enforce a contract that sets wages, cost-of-living adjustments and other wage increases, working conditions and benefits for all workers in their jurisdiction. The Union also protects workers` rights by representing them in everyday workplace issues, such as discipline, seniority violations, discrimination or other abuses of management, and addresses workplace issues such as safety, health and the impact of technological change. In accordance with Article 9.1 of the NPMHU 2019 National Agreement, the salary ranges for all Mail Handler employees will be adjusted upwards as of 21 November 2020. This is the second of three guaranteed salary increases provided for in the contract for 2019. Especially when it comes to career employees: With effect from 21.
In November 2020, the annual basic salary for each grade and level in Tables One and Two shall be increased by an amount equal to 1,0 % of the base year`s salary for the grade and grade applicable on 20 September 2019. The clothing allowance is increased by 2.5% per contract year. Article 12(5) is clarified to ensure that meetings are held at regional level on the possible relocation of postal workers and that representatives of local trade unions can participate. An amendment to Article 17(5) ensures that trade union representatives can participate in the orientation for new workers who are transferred to the postman`s ship. A separate letter from USPS management states that local union representatives must be informed in advance of these orientation meetings. Of course, collective bargaining planning is an ongoing process within the National Office, as national officials and representatives of the Contract Management Department regularly identify and collect proposals to improve the language currently included in the 2019 National Agreement. However, an equally important aspect of negotiating preparation is the collection and review of proposals prepared by postal workers across the country. The NPMHU is affiliated with a variety of other organizations, including the Laborers` International Union of North America, the AFL-CIO, the UNI Global Union, and the Postal Employees Relief Fund.
All these organizations work to promote the rights and interests of mail managers. npMHU members automatically become members of all these organizations at no additional cost and are entitled to all the benefits they offer. Mail Handler members belong to a local union that is responsible in their city, municipality or region. Residents choose their own agents and manage their own daily activities. They are negotiating a local memorandum of understanding to complement the National Accord on Certain Local Issues. Nationally, NPMHU`s headquarters are located in Washington D.C.
